About ABD loan and People of Kerala

Do the people of Kerala really needs the ADB loan - nobody asked the people – instead some took the decision and imposed all the liabilities on our kids – is this fair? - the future will never forgive us. Before taking such decisions government should go for people's opinion or the TV channels can do this.
